Federal prosecutors on Tuesday announced criminal charges against a Russian national, Dimitry Yuryevich Khoroshev, for allegedly creating, developing, and administrating the LockBit ransomware-as-service group. The U.S. State Department at the same time offered a $10 million reward for information leading to the apprehension and arrest of Khoroshev, a 31-year-old from Voronezh, Russia. The Treasury Department also imposed sanctions on Khoroshev, blocking all property and interests he holds in the United States or are in the possession of Americans. Khoroshev, who also is known as LockBitSupp, LockBit, and putinkrab, was charged in a 26-count indictment in U.S. District Court in New Jersey, which accuses him of personally pocketing at least $100 million from victims of the group. He typically received 20% of each ransom payment, authorities said.

Israel's military on Monday said it has begun evacuating Palestinians from parts of Gaza's southern city of Rafah, ahead of an expected military operation where roughly half of the enclave's entire population is sheltering. "The IDF will act with extreme force against terrorist organizations in your areas of residence, as it has done so far. Anyone who is close to terrorist organizations puts his life and the life of his family at risk," the post said. The US and UK militaries have carried out several rounds of joint strikes targeting Houthi facilities across Yemen. For the first time in the history of the United States, billionaires had a lower effective tax rate than working-class Americans. Opinion Guest Essay Make Billionaires Pay (Their Taxes)Until recently, it was hard to know just how good the superrich are at avoiding taxes. Let’s agree that billionaires should pay income taxes equivalent to a small portion — say, 2 percent — of their wealth each year. Billionaires who already pay the baseline amount of income tax would have no extra tax to pay. The idea that billionaires should pay a minimum amount of income tax is not a radical idea.

CNN —A transitional council responsible for choosing Haiti’s next leadership has named one of its members as council president and proposed a new interim prime minister amid efforts to control the gang violence in the Caribbean nation. The council, which is responsible for paving the way for elections and addressing the country’s deteriorating security situation, on Tuesday named Edgard Leblanc Fils as its president and proposed former sports minister Fritz Bélizaire as new interim prime minister. It is tasked with the responsibility of naming a new prime minister and cabinet. The country’s former prime minister, Ariel Henry, resigned last week as the council was sworn in and the former finance minister, Michael Patrick Boisvert, has been filling the role on a temporary basis. One of the gangs’ leaders, Vitel’homme Innocent, told CNN recently that if the gangs do not get a seat, they would try other means.

The US Department of Justice is expected to recommend that marijuana be rescheduled as a Schedule III controlled substance, a classification shared by prescription drugs such as ketamine and Tylenol with codeine. The standard rulemaking process is lengthy, is subject to a public comment period, and could take months to complete. However, rescheduling marijuana will not solve that federal-state conflict, the Congressional Research Service noted in a January 16 brief. States with medical marijuana programs do currently have some federal protections in place via appropriations legislation that restricts the Justice Department from interfering in those programs. The FDA’s scientific and medical evaluation of marijuana did not address products containing plant-derived cannabidiol, commonly known as CBD.

The United Arab Emirates has now partnered with an aid agency to send crucial assistance to Gaza via the Israeli port of Ashdod. A UAE official told CNN Saturday that the vessel laden with critical food aid left on Saturday through a relationship with American Near East Refugee Aid (ANERA). Itayam told CNN the 400 tons of aid would undergo Israeli security clearance upon arrival. The plan is for most of the food aid to be delivered to northern Gaza, but Itayam said that depending on the security situation, ANERA might consider sending a shipment to the south as well. In fact, an analysis of financial aid to Ukraine published in October by the website Breaking Defense found that a majority of the billions of dollars in Ukraine aid Congress had approved to date was ultimately spent in the US. The Ukraine aid is expected to be used to provide ammunition, artillery rounds, armored vehicles, and other weapons, the Associated Press reported. The factory, which is expected to employ 150 people when it opens, is expected to benefit from foreign aid to Ukraine.

Apple (AAPL) has already spent almost $16 billion through its supply chain in the country since 2019, the government quoted Cook as saying. According to the statement, Cook said Apple “stands ready … to enhance cooperation and investment activities” in the Southeast Asian country. Nguyen, whose firm manages $6 billion in assets, told CNN that labor costs in Vietnam’s manufacturing sector are about half those in neighboring China. That’s a big draw for foreign tech companies looking to hire workers for their factories, and find consumers for their products. Still, Vietnam represents a far smaller market than India, which has also been wooing large foreign companies, including Tesla (TSLA), to set up factories in the country.

The more time adolescents spend on screens and social media, the greater the likelihood that they will be bullied about their weight, according to the study. "Russia will seek to offset the US success in backing Israel by looking to buttress Iran's defense with advanced Russian systems such as the Su-35," Heras said. When Germany’s chancellor, Olaf Scholz, took office in 2021, he pledged that his government would shift his country’s relationship with China away from one of economic dependence. Three years later, talk of scaling back reliance on China has been replaced with calls for equal access to China’s market for foreign firms. The U.S. Treasury secretary, Janet L. Yellen, has talked about imposing trade restrictions on China. The chief executives of several leading multinational companies based in Germany joined Mr. Scholz on his three-day tour of China, which included a meeting with Xi Jinping, China’s top leader, in Beijing on Tuesday. All of the company leaders oversee large operations in China that they are eager not only to maintain, but in many cases to expand.

A United States Army officer shares a modified combat rig that could offer service members a more optimized alternative to the traditional TAPS, or tactical assault panel system. JPMRC is a large-scale 10-day training exercise where the US Army, along with international partners, utilizes realistic combat scenarios that prepare soldiers for battle with peer adversaries like China. Based in Oahu, the 25th Infantry Division typically trains for combat in jungle environments. While the tactical assault panel system is one of the Army's standard combat rigs, Calderone was tasked by his unit to test out a prototype optimized for jungle warfare. Calderone breaks down the differences between what he calls the "jungle rig" and the standard TAPS rig, pointing out how the new rig offers superior adjustability and breathability.
